Project Shadow 1.0.1 contains no Myth package. The American Repair Manual is openly values-driven and cross-partisan in method. The viewpoint is disclosed so readers can challenge it; the evidence rules are published so agreement cannot become a shortcut.

A quality-systems practice applied to public power.

I'm Phillip Linstrum: a working-class father and QA Systems Manager, not a career politician. I've spent years in regulated systems where harm prevention, audit trails, training, corrective and preventive action, and effectiveness checks have to work in practice. I built ARM because public power should face at least that much discipline. I have watched records become complete while the risk remained, and corrective actions close because the paperwork was finished rather than because reality changed. Public institutions should not get a weaker definition of done than a regulated quality system.

PLAIN VIEWPOINT DISCLOSURE

I am a democratic socialist—actually, not as a euphemism.

I believe democracy belongs in the economy as well as the ballot box; workers need power where they work; healthcare, housing, food, education, and basic security are public responsibilities; and no billionaire or corporation should be rich enough to purchase government. I also believe markets, private businesses, ownership, invention, and small-business success can coexist with strong labor rights, public goods, democratic oversight, and hard limits on concentrated power.

Democracy beyond the ballot

Democracy belongs in the economy too. Workers need enforceable organizing and bargaining power, and people affected by concentrated private or public power need a real voice in the decisions.

Material freedom

Healthcare, housing, food, education, disability access, and basic security are public responsibilities. Rights are not meaningful when survival depends on surrendering them.

Markets with hard limits

Markets, ownership, invention, private businesses, and small-business success can coexist with strong labor rights, public goods, anti-monopoly rules, public options, and democratic control of essential systems.

No purchased government

No billionaire or corporation should be rich enough to purchase greater political power than ordinary voters. Public decisions need visible authority, conflicts, funding, and enforceable independence.

Equal rights and usable recourse

Equal protection, bodily autonomy, privacy, due process, disability justice, racial justice, LGBTQ+ equality, notice, and appeal must survive contact with administration—not remain ceremonial promises.

Public capacity that delivers

Government should be capable of doing hard things well: trained people, maintained systems, measurable service, transparent procurement, fast correction, and evidence that reaches real outcomes.

A just climate transition

Rapid decarbonization should be built as durable public work—with labor, communities, affordability, repair, and the people who absorb transition risk at the center.

Technology under democratic control

AI can extend human agency, but consequential automation must be disclosed, tested, bounded, interruptible, appealable, and never allowed to turn an unknown into irreversible harm.

The perspective determines what this Manual asks public power to protect.

EVIDENCE CONTROL

It does not determine what counts as evidence.

A candidate I agree with still needs citations, a record, a correction history, and a challenge path. A candidate I disagree with gets the same evidence rules and no invented facts. The Candidate Test keeps the visitor's values profile separate from the candidate evidence result.
