Project Shadow 1.0.1 contains no Myth package. Generic Myth v0.2.0 and Full-Canon Myth v0.3.5 are separate optional companions; both default off, neither is required by R1, and neither can authorize action or change an R1 result. ARM remains a civic repair workshop, not a certification service; publication transfers no authority and is not operational deployment, efficacy, safety, certification, a legal-compliance finding, permission to act, or a global green.

CHAMBER 02 / CORRECTIVE + PREVENTIVE ACTION

Outrage is an alarm. Repair is a process.

CAPA is the discipline of stopping a present deviation, finding the mechanism that produced it, changing that mechanism, and proving the change survived contact with the real world.

Every stage leaves a handoff and a receipt.

Corrective action without prevention is cleanup. Prevention without verification is a promise. Verification without public memory lets the same institution declare victory again.

    Observe

    Collect the event, decision, output, context, and people affected before the story hardens.

    Document

    Separate sourced fact, verified fact, inference, hypothesis, and the unknowns that could change the decision.

    Diagnose

    Trace authority, incentives, dependencies, bottlenecks, automation, and who absorbs failure first.

  4. 04

    Pause

    Interrupt irreversible consequence. Name the Wall, find the Gap, and preserve a smaller reversible Door.

    Repair

    Correct the present harm and change the mechanism that would otherwise reproduce it.

  6. 06

    Verify

    Define an observable test, owner, deadline, challenge path, and evidence threshold before declaring success.

  7. 07

    Remember

    Publish the receipt, correction history, unresolved questions, and what would trigger another review.

Do not let urgency turn diagnosis into another harm.

Before a consequential step, name the Wall forcing the harmful path, the Gap where burden leaks onto the least powerful, and the smallest Door that preserves the legitimate goal while keeping recovery possible.

The real constraint, incentive, authority, dependency, or deadline.

The place harm escapes the plan—and the person who absorbs it first.

A smaller, safer, reversible path that preserves the legitimate objective.

Closure is a claim. Test it.

A press release, policy publication, model launch, training completion, or changed leader is not evidence that the failure stopped.

One accountable role can explain the fix, produce the evidence, and trigger escalation.

THRESHOLD

The definition of effective is written before the result is measured.

DISTRIBUTION

The test checks who benefited, who still carries burden, and who disappeared from the denominator.

Affected people and independent reviewers can contest the frame, evidence, and claimed closure.

Monitoring continues long enough to detect the old failure returning through a new path.

PUBLIC RECEIPT

The result, uncertainty, correction history, and remaining risk are published even when the repair underperforms.
